MINUTES OF A MEETING OF THE SOUTH NEWTON AND STOFORD PARISH COUNCIL
Held in the Village Hall on Wednesday 2nd September, 2015 at 7.30 pm

1. MINUTES – The Minutes of the last meeting on Wednesday 1st July, 2015 were agreed and signed as correct.
The Council welcomed Mrs. Jane Black – a resident of Stoford who raised concerns over the increase of
traffic, speeding and the danger to children walking to school along the C283 through Stoford Village. She
explained the difficulties children faced crossing the A36 by the Swan Inn. An increase of lorries has also
been noted by residents. Cllr D. Blake noted that with recent traffic problems relating to Stonehenge he
believed that the C283 was being used as a diversion by drivers. Mrs. Black suggested calming measures, e.g. squares, lines indicating pedestrians walking. It was agreed to contact M.P. John Glenn and also Wiltshire Council. Other issues raised were the overgrown hedges and verges from The Swan Inn and Little Stoford. Clerk confirmed this would be reported to Highways.
2. MATTERS ARISING FROM THE MINUTES
Wiltshire Council had not received a request for an election by ten electors of a vacancy for a councillor
Should now be filled by co-option. Mrs. Karen Norman would like to put her name forward
Councillor R. Henstridge proposed this nomination and this was seconded by Councillor L. Sherlock
A vote was taken and Mrs. Karen Norman was co-opted unanimously.
a) Stiles at South Newton and Stoford - Clerk to check who is responsible for repairs. Clerk to email
Cllr. H. Swanton to check.
b) Re-painting of 30 m.p.h. sign Stoford.- Clerk to chase job number 319596.
c) Subsidence problems – footpath to South Newton and Wishford Village Hall – Clerk reported again
and confirmed matter in hand with Highways.
d) Parking Issues on hammerhead at Vale View Road junction – Cllr L. Sherlock confirmed matter
reported to Tenants Association who will write to all tenants.
f) Public footpath around field adjacent to Bonham’s Bridge – Cllr. R. Henstridge still pursuing matter.
j) Litter Bin for Vale View Road – Cllr D Blake to arrange fitting of a replacement. To be put on the
corner of St. Andrews Road and Vale View Road.
3. Wiltshire Councillor’s Report – Cllr P. Edge confirmed that:
- the cover on the street light at the Village Hall has now been restored.
- An increase of fly tipping had been noted now that opening hours of recycling centre has been reduced.
- Wilton Parkway Railway Station funding now secured and a feasibility study will take place.
- Fire Service merger with Dorset to go ahead and concerns have been raised over the lack of local police presence.

July 2015 – 7,592 visits. August 2015 – 7,370 visits.
f. A36/C283 – Cllr J. Green reported further potholes on C283. Clerk to report to Lee Haines.
Cllr. P. Edge to apply for a metro count and will also chase ongoing situation of metro count for A36.
a) Payment to Clerk –July and August 2015 passed.
b) Clerk confirmed Annual Accounts have been approved.
