MINUTES OF A MEETING OF THE SOUTH NEWTON AND STOFORD PARISH COUNCIL

HELD IN THE VILLAGE HALL on Wednesday 3rd February 2010 at 7.30P.M.

Present:  Vice Chair Cllr D. Blake(Chaired), Cllr D. Barry, Cllr J. Green, Cllr H.Swanton, Cllr N. Piner, Cllr R. Henstridge and A. Simons (Clerk)

In Attendance:  PSO Sam Spacey

Prior to the meeting commencing, Cllr Blake apologised that the previous meeting due to be held in January could not proceed due to the refurbishment of the Village Hall.

Cllr Blake formally advised that Cllr Don Fardell sadly passed away on 25th December 2009. Cllr Fardell has been on the Parish Council for many years and involved in village activities and his contribution will be greatly missed.

Cllr Roger Small has written to Cllr Butters on 28th January 2010 tendering his resignation with immediate effect. Cllr Small sends his regards to all Councillors. Therefore, there are 2 vacancies for Parish Councillors. Clerk to contact Democratic Services who organise elections and provide notices. Vacancies also to be placed in Parish Magazine.

PSO Sam Spacey reported that South Newton had been quiet and that there were no major incidents to report.

Sam will speak to the lady who walks in the road along the main A36 in South Newton.

Will try to source cheap alarms to diesel tanks. Cllr Green passed details relating to a car having it’s tyres slashed to Sam.

Cllr Blake reported that there had been a couple of incidents involving young people jumping on the roof of the Village Hall , and that a few of the lights have been broken. PSO Spacey will drive by more frequently.

3. MINUTES

The Minutes of the Meeting of 4th November 2009 were agreed and signed as correct.

4. MATTERS ARISING FROM THE MINUTES

   a)Sustrans cycle path – nothing to report at present. Cllr Piner will keep the Parish Council

  informed.

  b) Street Signage – the Clerk will contact S. Hammer (the previous clerk) to ascertain a contact

  name and address for the relevant department and follow up with a further request.

  c) Beech hedge – Scottish and Southern Electricity have advised that this is the responsibility of

  property owner.

  d)Double yellow lines and road markings – Sam Spacey advised that on his visits to Ashleigh

  Close he did not find anyone illegally parked. Cars parking too close to junctions will be asked to

  move. Clerk to write to Wiltshire Council to request that the white chevrons in Ashleigh Close are re-

  instated.

  e) Vehicles – Sam Spacey advised that one untaxed vehicle was moved.

  f)Private Road Sign – required for Mount Pleasant. This is to be paid for by the residents of Mount

  Pleasant.

Clerk to contact Wiltshire Council for costs and size of sign.

5.Area Boards – Councillor Report

Cllr Green attended the Nuts and Bolts Meeting at Swallowcliffe and gave an overview of the Agenda. The next Area Board Meeting is in Wilton on 15th February 2010.

6.Wiltshire Councillors Report – Richard Beattie (presented on 2nd December 2009) (Meeting abandoned)

Core Strategy – Area Board have objected to part of Core Strategy regarding village boundaries. This will be reviewed for the whole of Wiltshire. New Chief Executive - Andrew Kerr has been appointed Chief Executive of Wiltshire Council. A new department of Planning and Neighbourhoods is to be set up. Dustbin collections - Policy under review. Alternate weekly collections are proposed due to costs.

 

7. STANDING AGENDA ITEMS

  a.Accidents - accident at the crossroads on A360 at the top of Stoford Bottom. Cllr Piner will look

  into accident figures for this junction.

  b.Planning: Declaration of Interests: None declared: -

  Councillors proposed and unanimously agreed that all planning matters are dealt with by the full

  council for decisions, with immediate effect. Clerk to circulate Planning emails received to all

  Councillors.

  Cllr Piner will contact Wiltshire Council to ask if a change of use has been applied for regarding car

  storage site in South Newton.

  c. Rights of Way -

  i) Bonham Bridge footpath – dog fouling is a real problem. Derek will ask G. Dewey for signs.

  d. Environmental/Amenities

  i) Waste Compactor - Clerk to order a compactor for May 2010 for St Andrew’s Road car park in

  South Newton.

  e. South Newton website – website statistics reported for December and January. Message

  received from Anne Knight, looking for any history on the council estate in South Newton. This was

  passed to Cllr Henstridge.

  f. A36/C283 –

  i) Pavement repairs – A36 – Reply received from Ryan Scott, Balfour Beatty Mott MacDonald, who

  are responsible for maintaining the A36. Their Route Engineer has been asked to investigate the

  defects in the pavements and programme any necessary repairs into their maintenance

  programme. Clerk to contact Ryan Scott to ascertain whether their Engineer has carried out an

  inspection.

  ii) Quiet road surfacing – Ryan Scott has advised that a major resurfacing scheme is in their forward

  programme.

  iii) No HGV signs – C283 - Wiltshire Council advised that this has been discussed with their Senior

  Traffic Engineer. Currently a high demand for signing improvements. Clerk to send a further

  request.

  g. Wylye Valley Villages – No reports to date.

8. FINANCE

  i) Memorial benches - Cllr Piner will order in the Spring.

  ii) Village Hall refurbishment - Cllr Blake advised that this is now nearing completion.

  iii) Donations – Annual donation to be made to Wilton & District Day Centre for £25.00.

  A request for a donation has been received from Wilton & District Link Scheme - Cllr Blake will try and

  find out if this is used and will report back at the next meeting.

  iv) Precept – all Councillors voted and it was officially unanimously agreed that the Precept be set at

  £4700.00 for 2009/10.

  v) Bank account – new signatories are required. Lloyds Bank in Wilton are holding a form. Cllr

  Swanton confirmed that he has provided his signature. Cllr Blake and Cllr Piner will visit Lloyds Bank

  to provide their signatures.

  vi) Payment to Clerk - Clerk agreed to await payment for December and January until the change of

  signatories on the bank account has taken place and there are 2 signatories to sign cheques.

9. VILLAGE HALL –

  a) The Village Hall and South Newton Church joint Fete has been arranged for Saturday 31st July

  2010.

  b) Two Quiz Nights have been arranged.

10. CORRESPONDENCE

Letter received from Mr G Hay of Southern Highways offering to attend a Parish Council Meeting to discuss the performance of the Parish Steward. Cllr Henstridge will contact Mr Hay and invite him to attend the March meeting.

11. COUNCILLORS’ REPORTS

   1. Cllr Henstridge will clear rubbish bags from play area in South Newton.

  2. Cllr Green advised that there are potholes at the top of Stoford Bottom that require filling and

  leaves by the Swan Inn on the corner that are slippery and dangerous that require clearing. Clerk to

  request that the Parish Steward attends to these items and clear both Stoford and South Newton bus

  shelters of rubbish and refill grit bins.

  3. Cllr Piner reported that if standing inside the bus shelter in South Newton it is not possible to see

  if a bus is approaching. Clerk to contact Wiltshire Council to request that the bus shelter be replaced

  with a glass structure with a bench inside.

  Cllr Piner reported dog fouling on pavement in St. Andrew’s Road, South Newton. Clerk to mention in

  Parish Magazine.

  4. Cllr Blake asked that a donation for the Fete be put on the Agenda for March – under Finance.

The Parish Council Meeting will take place on Wednesday 3rd March 2010 at 7.30pm in the Village Hall

There being no further business, the meeting closed at 9.20 pm
