1. Declaration of Interests: no planning applications received this month.
2. APOLOGIES – Cllr R Beattie (Wiltshire Councillor)
3. MINUTES - The Minutes of the Meeting of 7th March 2012 were agreed and signed as correct.
4. MATTERS ARISING FROM THE MINUTES
a) Community Speed Watch – Wiltshire Council have updated the report on 28/03/12 advising that the metro count through Stoford village has now been completed and they are currently awaiting the report from the Highways Agency.
PC P Jung said that speeding is an issue through most villages in South West Wiltshire. Once the results have been analysed we will be advised if Community Speedwatch is authorised. The Parish Council would need to identify areas along the A36 through Stoford that are safe to carry out the speed watch. A group of volunteers, say approximately 6, would then be required to attend training. It is likely that we would join another group and share a speed gun. 2 people would be required at a time to carry out the speed watch and PC P Jung would accompany them time to time to see what kind of results are being obtained.

b. Planning Matters
Salisbury City Council has contacted the Parish Council with regards to a proposed cemetery, on Parish Council land , which is part of the development by Persimmon Homes at Fugglestone Red. Cllr Piner met with Reg Williams from Salisbury City Council who explained that this particular piece of land, on the left of the Avenue going up towards the A360 Devizes Road, had been identified as a proposed site for a cemetery.
The original site was found to be too steep to have a cemetery on. Permission is required from the Parish Council to use this land to build a cemetery. The plan is for a roundabout to be built at the crossroads at the top of the Avenue, at the junction with the A360. Wiltshire Council would carry out all the legal paperwork and agree to maintain the cemetery. After discussion, it was agreed that the Parish Council meet with Reg Williams, and if possible a representative from Persimmon Homes, in order that any concerns in respect of this area of land can be raised. Clerk to arrange meeting.
c. Rights of Way - no reported issues.
d. Environmental/Amenities - no reported issues.
e. South Newton website – Report for March 2012 shows 4,614 visits to the website.
f. A36/C283 - There is still a large pothole on the C283, just past the gravel site on the left hand side going down the hill. Clerk to report to Parish Steward.
8. FINANCE
a) Payment made to Clerk.
b) Donations made to Parish Magazine, Wilton & District Thursday Club and St Andrew’s Church
9. VILLAGE HALL The Village Hall committee are distributing leaflets in the next couple of weeks, to ask parishioners for any ideas for celebrating the Queen’s Diamond Jubilee this year. Update on plans for the new changing rooms - bat survey has been carried out and report submitted.
10. CORRESPONDENCE
Poster received about the Great Wishford Run, which has now been put up on the noticeboard in the Village Hall.
11. COUNCILLORS’ REPORTS
Cllr N Piner
a) advised that the application forms in respect of the play area in South Newton have been completed.
b) Heritage Audi have still not yet done any planting, as per their planning application. Cllr R Beattie has raised this query with the Planning Department. Clerk will contact to see if any response.
Cllr M Petty
Report received from parishioners that The Royal Oak Pub, Great Wishford have erected a sign, in land adjacent to the A36, in Stoford, which is rather large and when approaching from Warminster, vehicles will have already passed the turning to Wishford before reading the sign. Clerk to check if planning application has been approved.
NEXT MEETING
The next meeting if the Annual Parish Council meeting, which will take place on Thursday 10th May 2012 at 7.00 p.m. in the Village Hall.
This will be followed by the meeting of the Parish Council at 7.30 p.m.
