MINUTES OF A MEETING OF THE SOUTH NEWTON AND STOFORD PARISH COUNCIL
HELD IN THE VILLAGE HALL on Wednesday 4th August 2010 at 7.30 p.m.
Present: Chairman Cllr D. Blake(Chaired), Cllr Denis Barry, Cllr James Green and Cllr Michael Pont, A. Simons (Clerk)
In Attendance: Sam Balshaw
Cllr Blake welcomed Sam Balshaw to the meeting. Sam expressed an interest in becoming a Parish Councillor for South Newton and Stoford Parish Council and said that she has been on several Parish Councils in the past.
1.Declaration of Interests: Cllr D Barry expressed a personal interest in the planning application regarding Grovely House, Glenside Healthcare Services Ltd. South Newton.
2.APOLOGIES – Cllr N Piner, Cllr H Swanton and Cllr R Henstridge
3.MINUTES - The Minutes of the Meeting of 7th July were agreed and signed as correct.
4. MATTERS ARISING FROM THE MINUTES
a) Sustrans cycle path – nothing to report at present.
b) Street Signage – Wiltshire Council have now sent the list of street signs that the Parish Council
have requested to be replaced to Highway Services at Wilton. Clerk to contact Ray McKenzie for
update.
c) White chevrons – Cllr Blake is searching for aerial photos showing the location of chevrons.
d)Councillor vacancies – Co-option of new Councillors to take place in September meeting.
e) Dog fouling signs – in hand. Cllr Blake has spoken to G. Dewey regarding signs for Bonham
Bridge footpath.
5.Area Boards
Cllr Green has received the minutes of the Area Board Meeting held on 23rd July 2010. Area Board factsheet received from Wiltshire Council has been circulated to all Parish Councillors.6.Wiltshire Councillors Report - none
7. STANDING AGENDA ITEMS
a.Accidents - none reported.
b.Planning Matters - Planning application for demolition of Grovely House, Glenside Healthcare
Services Ltd, South Newton and construction of new 2 storey care home facility, providing 8 en-suite
care bedrooms and 6 one bed apartments for longer term care. Cllr Barry left the meeting whilst the
Parish Council discussed this application. After giving the application due consideration, Cllr Pont
proposed that the Parish Council support the application, seconded by Cllr Blake and it was
unanimously supported by all Councillors.
c. Rights of Way - nothing to report.
d. Environmental/Amenities – hedges overhanging paths along the A36 from South Newton to
Stoford. Clerk to contact Highway Services.
Play area, South Newton – investigation ongoing with regards to ownership of land.
e . South Newton website – There were 2702 visits to the website in July 2010.
Further query on message board regarding the pedestrian crossing at Stoford. The Parish Council
have been actively campaigning for a pedestrian crossing to be installed for many years and have
again been in correspondence with Wiltshire Council and the Highways Agency who have advised
that this will be subject to value management process and funding. A provisional date of 2013/14
was given.
f. A36/C283 – issued of the C283 verges to be raised at the next meeting attended by Cllr Beattie.
8. FINANCE
i) Donation of £100 made to Village Hall and Church Fete.
ii) Payment made to Clerk.
iii) Balance of accounts as at 30th June 2010 stands at Current £4006.73 and Instant Access
£3357.09 signed by Cllr Blake as correct to date.
9. VILLAGE HALL
The Village Hall and Church Fete held on 31st July was very successful. A Race Night will take place in October – date to be arranged. Electrical testing in the Village Hall is due to take place shortly. Cllr Blake to speak to the Football Club regarding refurbishment of changing rooms. Plans will need to be drawn up and quotes obtained. Once all the information is to hand, the Parish Council will approach the Area Board for a grant.10. CORRESPONDENCE
John Glen MP has confirmed that he will be attending the next Parish Council Meeting on 1st September 2010 and that he is happy for parishioners to attend and welcomes any questions they may have. Topics for discussion will include A36, pedestrian crossing at Stoford and bus shelters.Clerk will print a notice for the parish noticeboards, the website and the parish magazine. Clerk
and Cllr Barry will print fliers which will be distributed to parishioners in South Newton and
Stoford.
PC Pete Jung has requested information regarding CCTV coverage in South Newton and Stoford area. Clerk to reply.11. COUNCILLORS’ REPORTS
Cllr Pont reported that he had cleaned the bus shelter in Stoford twice and cut the hedge giving people a clear view. Cllrs Pont and Green – both mentioned the noise from helicopters flying low during the night. Boscombe Down advise that it is necessary for them to practice night flying as a matter of security of the land.NEXT MEETING
The Parish Council Meeting will take place on Wednesday 1st September 2010 at 7.30 p.m. in the Village Hall
