Present: Cllr D Blake (Chair), Cllr N Piner, Cllr J Green, Cllr M Pont, Cllr M Petty and A Simons (Clerk)
Welcome: Cllr D Blake welcomed Cllr M Petty to the Parish Council
1. Declaration of Interests: none
2. APOLOGIES – Cllr R Henstridge, Cllr B Blake, Cllr H Swanton and Cllr R Beattie (Wiltshire Council)
3. MINUTES - The Minutes of the Meeting of 7th December 2011 were agreed and signed as correct.
4. MATTERS ARISING FROM THE MINUTES
a) Community Speed Watch – Progress of report checked on 03/01/12 and the current status shows
that Wiltshire Council are awaiting the report from the Highways Agency.
The South West Wiltshire Area Board have purchased a Speed Indicator Device for use in the area and
are in the process of drawing up a list of parishes who have a speeding problem. Clerk has asked
them to consider both South Newton and Stoford. Awaiting further notification from SWWAB.
5. Area Board Reports: No report this month.
6. Wiltshire Councillor’s Report: No report this month.
7. STANDING AGENDA ITEMS
a. Accidents- none reported.
b. Planning Matters - no planning applications received for this month.
c. Rights of Way - Bonham Bridge footpath is cracked due to tree roots. Clerk to report to Wilton
Highways to see if the Parish Steward could attend to this.
d. Environmental/Amenities - Grit bins have now been re-filled in the villages. November report received from Wilton Highways, advising of works carried out by the Parish Steward.
e. South Newton website – Report for December 2011 shows 3477 visits to the website.
f. A36/C283 - Cllr Green reported that a vine is encroaching on the C283, on the right hand side going
up the hill. Clerk to write to the householder and ask if this could be cut back.
Cracked road surface at the junction of C283 and Mount Pleasant has still not been attended to. This
had been reported to Wiltshire Council, who forwarded the request to Southern Highways office. Clerk
to chase up.
8. FINANCE
a) Payment made to Clerk.
9. VILLAGE HALL
The next meeting of the Village Hall Committee is 5th January 2012. Plans to be discussed.
10. CORRESPONDENCE
R2 Consultation – Clerk to contact Planning Department, Wiltshire Council to see if there are any funds available for external projects.
11. COUNCILLORS’ REPORTS Cllr N Piner raised the matter of the Diamond Jubilee Celebrations in 2012. A contribution from the Parish Council towards the celebrations was discussed. Cllr Piner proposed that a sum of £500.00 would be made available; this was seconded by Cllr Pont, and unanimously agreed by all Parish Councillors.Cllr J Green raised the point that refuse was collected on the Bank Holiday Monday, 1st January 2012, and that many people were not aware that this would take place, as it was not widely advertised. Cllr M Pont reported that a fir tree bough had been knocked close to the brick bus shelter in Stoford, however this had not caused damage to the shelter itself.

The next Parish Council meeting will take place on Wednesday 1st February 2012 at 7.30 p.m. in the Village Hall.
