MINUTES OF A MEETING OF THE SOUTH NEWTON AND STOFORD PARISH COUNCIL
Held in the Village Hall on Wednesday 4th June, 2014 at 7.30 pm
Present: Cllr D Blake (Chairman), Cllr J Green, Cllr M Petty, Cllr H Bryans, Cllr M Pont, Cllr James Green, C. Webb (Clerk)

2. MINUTES – The Minutes of the last meeting on Wednesday 7th May, 2014 were agreed and signed as correct.
3. Wiltshire Councillor’s Report - Cllr P Edge
No report this month.
4. MATTERS ARISING FROM THE MINUTES
Cllr M. Petty reported concrete slabs and other general rubbish at Stoford Cut possibly commercial
tipping asked if possible for CCTV cameras to be installed. Discuss at next meeting with Cllr. P. Edge. Cllr. D. Blake reported awaiting reply from Cllr. P. Edge on yellow lines and also white chevron lines relating to specific areas of the South Newton Estate.
5. AREA BOARD
Mrs. N. Piner has kindly agreed to attend this meeting on 4th June, 2014 and will report back to clerk.
6. STANDING AGENDA ITEMS
a. Accidents - 1) 3rd June details unknown between crossing at Snakey Hill and down the dip
towards Stoford Cut.
b. i) Declaration of interest – None.
ii) Planning applications – No new plans.
c. Rights of Way - Cllr H. Bryans reported edges of pathway to Bonham’s Bridge, now cut but
expressed concern that this should be cut back further. Clerk to contact Balfour Beatty with request.
d. Environmental/Amenities - Recycling signs and metal frames will be removed shortly now
recycling bins removed. Email sent in April to Martin Litherland at Wiltshire Council expressing
disappointment of decision by Wiltshire Council to remove recycling bins - still no response.
Awaiting response from Cllr. P. Edge concerning possible re-introduction of waste compactor visits.
e. Website - 5,235 visits to the website in May 2014. Averaging over 5,000 visits per month but
slightly down from last year.
f. A36/C283 - Speeding still remains an issue on the A36. Cllr M. Petty requested contact local
police to attend a future meeting to discuss this matter. Clerk to contact local Police.
a) Donations: Cllr. M. Petty proposed Chairman Cllr. D. Blake seconded to repeat last year’s
donations to St. Andrews Church Wilton & District Thursday Club and Parish Magazine.
b) Payment to Clerk: Cllr. M. Petty proposed increase of payment to clerk to £140.00 per month,
seconded by Cllr D. Blake and passed.
c) Annual Return: Audit Document was checked and signed by Chairman Cllr. D. Blake.
d) Insurance Payment: Now sent.
8. VILLAGE HALL
Cllr. H. Bryans reported two major events in June and July.
- Six a side tournament 14th / 15th June and
- Village Fete Saturday 12th July, 2014.
Membership of 200 club at 213 members. Thanks were passed to Parish Council for receipt of annual Precept Payment. This year this has been used to replace old hall chairs, Old hall chairs have been donated to the Oakapple Club. New blackout blinds also now installed.
9. COUNCILLOR’S REPORTS
Cllr J. Green:
Expressed concern re parking of delivery vans on bend of junction of A36 / C263. Concerns to be discussed with Cllr P. Edge at next meeting. Reported painted road sign C263 entering Stoford from Stoford Cut end needs repainting will report to next CATG meeting. Entrance road to Mount Pleasant in poor condition – will report to next CATG meeting. Visibility problems adjacent to Bus Stop on A36 Stoford – Clerk to look into.
Cllr M Pont: - Stoford bus shelter now cleaned of rubbish. Concerns expressed over overgrown
Pathway from Chilhampton Farm Shop to bridges at Wilton – Clerk to contact Balfour Beatty.
Cllr. H. Bryans: - Requested that tree and elder bush be cut back around waste paper bin adjacent to
Bus stop at South Newton – Clerk to contact Wilton Estate.
Cllr M. Petty – reported that still pursuing problem with street light outside Village Hall.
There being no further business, the meeting closed at 8.45 pm.
