MINUTES OF A MEETING OF THE SOUTH NEWTON AND STOFORD PARISH COUNCIL
held in the Village Hall on Wednesday 5th February 2014 at 7.30 pm
Present: Cllr D Blake, Cllr N Piner, Cllr J Green, Cllr M Petty, Cllr H Bryans, Cllr M Pont and A Simons (Clerk)
1. APOLOGIES – Cllr H Swanton, Cllr B Blake and Cllr R Henstridge
2. Wiltshire Councillor’s Report
Cllr P Edge has sent his apologies, as he is attending the Area Board meeting this evening.
3. MINUTES - The Minutes of the last Meeting on 8th January 2014 were agreed and signed as correct.
4. MATTERS ARISING FROM THE MINUTES
a) Light outside village hall – Cllr P Edge kindly made some enquiries with Wiltshire Council, however
they advised that this light is not the responsibility of the Council. Cllr M Petty kindly said that he would
have a look at the light when safe to do so (depending on weather/wind etc)
b) Speeding vehicles – this is an ongoing problem on the A36.
c) Bus shelter in Jubilee Terrace – Cllr D Blake will attend to and also the bus shelter at bottom of
St. Andrews Road to see what requires repairing.
d) Potholes on C283 – Clerk has now reported to Wiltshire Council for their attention.
5. AREA BOARD
Meeting being held 5th February 2014.
6. STANDING AGENDA ITEMS
a. Accidents - One accident on A36 between Wilton and South Newton. Person lost control of car and it
went through the fence and slid down the field. No injuries and no other cars involved.
An accident involving a van and two cars on the A36, outside Glenside, required road to be closed for a
i) Declaration of interest - none.
ii) Planning applications – none
c. Rights of Way - Cllr H Swanton has cleared a tree that had come down in South Newton.
Cllr Bryans reported that the footpath from Bonhams Bridge to the South Newton Pumping Station has
been ploughed over, agreed to raise with Wishford Parish Council. Clerk has sent a request to
Wishford Parish Council for the footpath to be cleared.
d. Environmental/Amenities - Wiltshire Council has allocated two salt spreaders to the Parish Council.
e. Website - 4859 visits to the website in January 2014.
f. A36/C283 - Metro count has now been set up on C283 – awaiting results.
a) Budget for 2014 - Cllr D Blake proposed that the precept remains the same as 2013, which is
All Parish Councillors voted unanimously in favour. This means no increase for South Newton Parish
Council which we know the parishioners will approve of.
b) Payment to Clerk for expenses 1st March 2013 to 31st October 2013.
c) Payment to T Wilton in respect of website hosting.
8. VILLAGE HALL Village Hall extension - still awaiting specifications and costings from architect. Cllr D Blake will chase.A grant has been requested to put in broadband and projector facilities.
9. COUNCILLOR’S REPORTS
Cllr J GreenPotholes on C283 require filling. Clerk has contacted Wilton Highways who advised to make a report toClarence at Wiltshire Council. Report done - number 105478 on 07.02.14.
Cllr M Pont Bus 265 will now leave 10 minutes earlier out of Salisbury. A “Please use litter bin” notice required for bus lay-by in Stoford. The drains at the bottom of C283 require clearing – Clerk has reported to Clarence – report number 105479.
Cllr N PinerThere have been a number of properties in South Newton and Stoford affected by the recent heavy rains and flooding of the river Wylye. The amount of rainfall has also caused problems with drains on the Warminster Road,A36 causing them to be blocked. Ground water levels remain high and many fields are flooded in this area.
Cllr Derek BlakeLetter sent to Cllr Coward, Steeple Langford on behalf of Parish Council, support request to attend to the poor condition of the A36. Since the meeting, the Highways Agency have advised that Skanska will be carrying out essential drainageRepairs and resurfacing work between Stapleford and Wilton. The work will commence on 27th February 2014, for 5 weeks, with works being carried out overnight. The email has been circulated to all Parish Councillors for their information.
a) Letter received requesting entrance to South Newton trading estate to be re-tarmacced by the kerb
Clerk has requested that the Highways Agency attend to this whilst carrying out the works along the
b) Letter received regarding drain dipped (road has sunk) – Highways Agency to attend to, as above.
There being no further business, the meeting closed at 9.10 pm.
The next Parish Council Meeting will take place on Wednesday 5th March 2014 at 7.30pm,
in the Village Hall.
