MINUTES OF A MEETING OF THE SOUTH NEWTON AND STOFORD PARISH COUNCIL
Held in the Village Hall on Wednesday 10th June, 2015 at 7.30 pm
Present: Cllr D Blake (Chairman), C. Webb (Clerk), Cllr. H. Bryans, Cllr L. Sherlock,
Cllr Peter Edge (Wiltshire Councillor), Cllr M. Pont, Cllr. N. Blake, Cllr R. Henstridge,
Apologies: Cllr H. Swanton, Cllr. J. Green
1. MINUTES – The Minutes of the last meeting on Thursday 13th May, 2015 were agreed and signed as correct.
2. MATTERS ARISING FROM THE MINUTES
a. Stiles at South Newton - Cllr. H. Swanton confirmed in hand.
b. Re-painting of 30 m.p.h. sign Stoford.- Clerk confirmed report number 249569 – passed to Mark
c. Drainage trench on footpath to Great Wishford – Cllr R. Henstridge to chase.
d. Subsidence problems – footpath to South Newton and Wishford Village Hall – Clerk to chase
Highways Department reference number 249553.
e. Fence to Sutton Close, South Newton – Cllr D. Blake confirmed now repaired. N.F.A.
f. Parking Issues on hammerhead at Vale View Road junction – Cllr N. Blake and P.C. Yung now
g. Public footpath around field adjacent to Bonham’s Bridge – Cllr R. Henstridge has emailed photos to
Rights of Way Dept. awaiting reply. Concerns also over pathway roots causing damage. Path from
Bonham’s Bridge to weir now clear.
i. Road breaking up on C283 granite sets and pot holes getting bigger – Clerk confirmed not the
responsibility of Wiltshire Council.
j. Litter Bin for Vale View Road – Clerk reported that Council confirmed Parish Council will have to
purchase a new bin. Cllr D Blake to look into a replacement bin.
k. Potholes and raised drain on St. Andrews Road, South Newton – now repaired.
3. Wiltshire Councillor’s Report – Cllr. Peter Edge confirmed that he was now elected Chair of South West Area Board.
a. Mr Lee Haine to arrange for weeds to be removed from South Newton Housing Estate pathways and
b. Green bin waste collection take-up now 61,000 (50%).
c. A public review of transport to take place integrated strategy for Salisbury of trains and buses. Still
very positive signs for Wilton Parkway
d. Railway Station. Possible linking of visitors from Southampton Airport to Stonehenge via Wilton.
e. Magna Carta celebrations 15th June.
f. Next C.A.T.G. meeting 20th July.
4. AREA BOARD
a. Meeting of 3rd June, included a broadband update and defibrillator course.
5. STANDING AGENDA ITEMS
a. Accidents - None
b. i) Declaration of interest – None.
ii) Planning applications – none.
c. Rights of Way – Cllr H. Swanton looking into state of stiles in South Newton.
d. Environmental/Amenities – Cllr. D. Blake confirmed Air Ambulance collection bin regularly used.
e. Website – May 2015 – over 7,000 visits. 820 on 6th June.
f. A36/C283 – Clerk confirmed an email received from member of the public concerns over volume of
traffic and of H.G.V’s. Cllr. M. Pont confirmed C283 is an access to farm and a diversionary route for
A36. Cllr. P. Edge to apply for a metro count and will also chase ongoing situation of metro count for
a. Payment to Clerk – May 2015 passed.
b. Donations agreed, Good Companions - £50, Precept to South and Wishford Village Hall - £1,296.00,
Thursday Club - £25.00, South Newton P.C.C. - £200.
c. Audit – Cllr. D. Blake signed Audit and Councillors agreed figures.
7. VILLAGE HALL Upcoming events:
- Six a Side competition 20th and 21st June,
- 200 Club members now looking healthy.
- Film Night on Saturday 27th June – Shaun the Sheep.
- Fete Saturday 11th July, 12 noon to 3.00 p.m.
8. CORRESPONDENCE: -
a. Police Report – South Newton – Leaf Blower stolen from local farm, Cllr. D Blake confirmed many
local thefts - please be aware.
b. New Councillor – Clerk confirmed no new candidates as yet – awaiting confirmation from Wiltshire
c. Bobby Van Trust – Councillors agreed to review request in the Autumn.
9. COUNCILLOR’S REPORT
- Cllr N. Blake reported vandalism at Vale View Road Play area – 5 bolts removed and fire damage. This has been reported to the police and awaiting costings of value of damage. All Councillors expressed great disappointment.
- Cllr. M. Pont –
Reported a pothole on C283 near entrance to Riverside Close, Clerk to report to Highways.
Concerns expressed over possible withdrawal of Number 2 bus service will discuss with Glenside
And Cllr Pont to attend a Transport Workshop – will report back to next meeting.
