MINUTES OF A MEETING OF THE SOUTH NEWTON AND STOFORD PARISH COUNCIL
Held in the Village Hall on Wednesday 4th February, 2015 at 7.30 pm

Apologies: Cllr. R. Henstridge, Cllr H. Swanton, Cllr Peter Edge (Wiltshire Councillor for Wylye), Cllr. M Pont, Cllr M. Petty
1. MINUTES – The Minutes of the last meeting on Thursday 7th January, 2015 were agreed and signed as correct.
2. MATTERS ARISING FROM THE MINUTES
a) Yellow lines in car park at South Newton – Now resolved.
b) Styles at South Newton - Cllr. H. Swanton to look into.
c) Re-painting of 30 m.p.h. sign Stoford.- Clerk to contact Highways department.
d) Drain A283/A36 junction – Clean at the moment, need to clear surrounding bank of debris from
drain. Clerk to report to Balfour Beatty.
e) Drainage trench on footpath to Great Wishford – Clerk to contact Great Wishford Parish Council
f) Subsidence problems – footpath to South Newton and Wishford Village Hall – Clerk to report to
g) Fence to Sutton Close, South Newton – Cllr D. Blake confirmed photos now sent to Housing
h) Parking concerns Oak Close, South Newton – Cllr. N. Blake to discuss with Housing Association.
k) Traffic Sign on A36 leaving west of South Newton – now resolved.
l) Public footpath around field adjacent to Bonham’s Bridge – Cllr R. Henstridge to discuss with River
3. Wiltshire Councillor’s Report –
Apologies were passed to the committee from Cllr P. Edge and a report received was read out by
Cllr D. Blake his absence. The Agenda of the Area Board meeting to be held on 4th February at
East Knoyle will include reports relating to Precept Consultation, 2015/16 Highways Maintenance
schemes for South West Wiltshire, climate local initiatives and grants.

5. STANDING AGENDA ITEMS
a. Accidents- None reported.
b. i) Declaration of interest – None.
ii) Planning applications –Mr. N. Walters – single storey extension. Committee passed with
c. Rights of Way -None
d. Environmental/Amenities – Committee discussed applying for a compactor if Green Bins are
e. Website – 6,229 visitors in January, 2015. Clerk to promote Youth Survey in Parish
f. A36/C283 – Cllr. J. Green expressed concerns re C283 more deterioration taking place.
a) Budget for 2015 Cllr D. Blake proposed that precept remains the same as 2014 which is
£4,700.00. All Parish Councillors voted unanimously in favour.
b) Payment to Clerk – January 2015 passed.
7. VILLAGE HALL
Cllr H. Bryans confirmed the appointment of a new Bookings Clerk Mrs. L. Sherlock as from 1st January,2015
Breakfast Morning 31st January, 2015 was very successful and proceeds to go towards new extension.
8. COUNCILLOR’S REPORT
- Cllr N. Blake :- Parking on roads on the corner of St. Andrews Road and Vale View Road, letters to be distributed.
- Cllr H. Bryans:- Expressed concerns over lack of gritting on roads around South Newton Estate. Clerk to look into.
- Cllr D. Blake:- Salt and spreader now delivered an stored and spreader to be stored with Cllr. J. Green Councillors to keep an eye on stocks in bins and replenish when necessary.
9. Correspondence: Wiltshire Citizens Advice letter – Cllr D. Blake read letter received and proposed
a donation of £50.00. All Councillors present agreed and passed proposal as a one off donation.
There being no further business, the meeting closed at 8.25 pm.
The next Parish Council meeting will take place on Wednesday 4th March, 2015 at 7.30pm,
at the Village Hall
