MINUTES OF A MEETING OF THE SOUTH NEWTON AND STOFORD PARISH COUNCIL

HELD IN THE VILLAGE HALL on Wednesday October 8th 2008 at 7.30P.M.

Present: Chair Creswell Butters, Vice Chair Cllr D. Blake, Cllr E.D. Fardell, Cllr J.Green, Cllr R.Small, Cllr N.Piner, S.Hammer the Clerk.

PC John Wyeth and PCSO Will Todd attended the meeting to re-introduce themselves and to give a brief overview of their tasks and detail across the community.

PCSO Will Todd worked for 2 ½ years on Bemerton Heath and is able to exercise control with ASBOs and detention orders if required. He is also the school liaison officer for four primary schools across the Parishes supporting good behaviour education in young children. The Police support covers our area of Wylye, Dinton and Teffont as well as South Newton and Stoford. Other areas of control are fly-tipping, bonfire control, dog-fouling reports and speeding.

The Police requested any complaints to be made in writing with as much detail as possible so that they can follow up single and repetitive instances within their area.

A delegation of Stoford residents raised concerns about the traffic management along the A36 in particular on the stretch of road from the Swan Inn past the Village Hall into the Village. There was a general feeling that the 40 and 30mph signs made little difference to the speed of the traffic and the road surface added to the noise and vibrations.

PC Wyeth clarified that there will be an electronic traffic consensus of approximately 168hrs undertaken in the following weeks to determine numbers, size of vehicles and average speeds. The last consensus resulted in an average of 32mph per vehicle. Any resulting traffic control will depend on the results of the consensus. The Clerk will monitor and report results from the survey.

4. MATTERS ARISING FROM THE MINUTES

The Clerk reported the outcome of the letter sent to the Area Boards Steering group expressing the concerns of the Parish with the new Area Boundaries. The Area Boards recommended that the letter be re-sent to the Boundaries Committee. The Clerk to expedite.The Area Boards committee will meet for their first meeting on 4 December at Antrobus House Amesbury at 6.00pm.

 Cllr Fardell requested that BT be reminded of the damaged telephone kiosk in South Newton for removal.The bus stops shelters require cleaning – clerk.The overgrown hedge at the bus stop in South Newton – clerk.The required clearing of the pavement by the Mill - clerkThe Clerk will enquire about regulations regarding the installation of traffic reflection mirrors for Mount Pleasant.There are several street lamps that need repair and these are being reported.
